Accountability Framework and Three-Year Strategic Plan
We are pleased to be announcing Never Too Late (NTL)'s 3-year Strategic Plan and Accountability Framework. Building on the foundation of our Vision, Mission, and Values, this 3-year Strategic Plan outlines 5 success factors:

Building our community, making and sustaining connections.
Collaborative Partnerships
Working alongside organizations and individuals who are passionate about community building and outcomes for Living Experts of child welfare and permanency journeys.
Operational and Financial Stewardship
Striving for sustainability by creating meaningful data governance practices and documenting supportive operational processes.
Strengthening Our People
Deepen community knowledge, strengthen mutual learning, and build internal capacity for program delivery.
Learning Together
Strengthened peer networks and sustained engagement in learning initiatives participation.
Background
Work on the Strategic Plan began in September 2025 with the support of pro bono services by Optimus SBR. Optimus SBR engaged staff and community members in various ways between September 2025 – January 2026. Some of their findings included:

Training and Education rated 9 out of 10 and noted as one of our most helpful offerings.
By offering a relationship-based model where others provide time-limited services, Never Too Late (NTL) stands out as a differentiator with permanency support.
High participant satisfaction (average ratings between 4.1–4.6/5) and positive qualitative feedback reinforces Never Too Late (NTL) as a trusted educator and thought leader.
We were very impressed with their approach and ability to grasp the nuances of our work in a short time.
Since January 2026, the Strategic Plan has been finalized, used to guide work planning, and has informed the development of other important tools, such as a Community & Connections Model to inform our work and impact reporting.
We are so grateful to everyone who contributed to the creation of the Strategic Plan, including so many community members who have come alongside us in our journey and taken risks by engaging with us.
